<p>The 191 pages of FBI records are part of a 1991 background check of Jobs, who died in October 2011, for an appointment by former President George H.W. Bush to the President&#8217;s Export Council.</p>
<p>The file includes the results of interviews with Jobs and those who knew him. The records reinforce the picture of Jobs that has been known to many followers of his career and Apple. Biographer Walter Isaacson&#8217;s best-selling book about Jobs, released last year, outlines his use of drugs and mercurial personality. While many people interviewed by the FBI described Jobs favorably, some said he wasn&#8217;t always truthful.</p>
<p>&#8220;Several individuals questioned Mr. Jobs&#8217;s honesty stating that Mr. Jobs will twist the truth and distort reality in order to achieve his goals,&#8221; according to the materials released by the FBI.</p>

			<content:encoded><![CDATA[<p>Illinoisans <a href="http://http://www.bnd.com/2012/02/09/2050990/do-you-want-to-record-the-police.html#storylink=cpyv" target="_blank">would be allowed to make recordings of police officers in public</a> under a bill that an Illinois House committee approved Wednesday.</p>
<p>Existing state law allows the audiotaping of a person only if both parties to the conversation give their consent. Videotaping doesn&#8217;t require consent, but only if there is no audio with the video.</p>
<p>The bill, HB 3944, now goes to the full House. It would allow &#8220;recording of a peace officer who is performing a public duty in a public place and speaking at a volume audible to the unassisted human ear.&#8221;</p>

<p>Most states allow audio recording of conversations with one-party consent &#8212; when any participant in a conversation gives consent to record it. A handful of states require consent from both parties to the conversation. Illinois requires consent from all parties to the conversation.</p>
<p>The Illinois law allows video recording with the sound turned off, as well as the audio recording of a distant event where the voices are not audible.</p>
<p>The Illinois law also has an exemption for news broadcasts. But with the Internet and blogs and YouTube, the line between citizens and journalists is blurring. And footage from citizens&#8217; cellphones often ends up on the websites and broadcasts of large news organizations.</p>
<p>The Illinois Association of Chiefs of Police doesn&#8217;t necessarily oppose a change to let people record police activity, but it wants changes of their own, said the group&#8217;s lobbyist, Laimutis Nargelenas.</p>

<p>A bill sponsored by S.C. Rep. Bill Taylor, R-Aiken, would <a href="http://www.aikenstandard.com/story/0209-bill-taylor-legislation--3777220" target="_blank">make it cheaper and faster for citizens to get copies of public documents using the state Freedom of Information Act,</a> officials from the S.C. Press Association said.</p>
<p>The measure passed out of a House subcommittee Wednesday morning,</p>
<p>&#8220;We&#8217;ve heard from numerous people, and legislators have their own problems with this,&#8221; Taylor said. &#8220;This would bring some peace to the law. We are urging in the legislation that governments would be entitled to supply the information electronically when they can.&#8221;</p>

<p>Some government agencies throw up barriers to FOI requests, Taylor said, by trying to charge for staff time. The proposed measure would allow only a fee comparable to those charged commercially and no fee at all for electronic format.</p>
<p>Currently, there is no time limit for FOI compliance. Taylor&#8217;s bill would require that the requested materials be produced in no less than 30 days. However, Taylor said that a request for information going back more than two years would add another 45 days for an agency to fulfill the request.</p>

			<content:encoded><![CDATA[<p>Two bills that would make it easier to obtain concealed handguns permits and keep the information secret <a href="http://www.leesburg2day.com/news/general_assembly/article_d91ce308-5333-11e1-94fe-001871e3ce6c.html" target="_blank">has won easy passage in the House of Delegates.</a></p>
<p>A bill that would shield records of concealed weapons permit holders from public inspection passed 81-17 Wednesday.</p>
<p>In March 2007, many of the names on the list were made public by the Roanoke Times. The newspaper created a searchable online database of concealed carry permit holders in honor of Sunshine Week, a national initiative to raise awareness about open government and freedom of information.</p>
<p>Information was provided by the Virginia State Police, after the Roanoke Times filed a Freedom of Information request. The paper later removed the database and requested that the police verify the data.</p>
<p>&#8220;When we posted the information, we had every reason to believe that the data the State Police had supplied would comply with the statutes. But people have notified us that the list includes names that should not have been released,&#8221; said Debbie Meade, president and publisher of The Roanoke Times, in a March 2007 statement. &#8220;Out of a sense of caution and concern for the public we have decided to take the database off of our website.&#8221;</p>
<p>Editors at the Roanoke Times did not respond to requests for comment from Virginia Statehouse News on Tuesday.</p>
<p>Delegate Todd Gilbert, R-Shenandoah, said exposing the names of gun owners could make those houses vulnerable to robbery by people who want to steal guns.</p>
<p>Delegate Scott Surovell, D-Fairfax, who voted against the measure Tuesday, said he doubts any criminal would knowingly break into the home of a gun-carrying Virginian.</p>
<p>Another opponent, Delegate Jennifer McClellan, D-Richmond, said the information should be accessible to the public, so people know when they are encountering a concealed weapon holder. She said the issue is a basic matter of public safety.</p>

			<content:encoded><![CDATA[<p>Non-Virginian citizens have no right to request public records from Virginia agencies, <a href="http://www.courthousenews.com/2012/02/07/43703.htm" target="_blank">the 4th Circuit ruled</a>, upholding the constitutionality of the state&#8217;s Freedom of Information Act.</p>
<p>Mark McBurney currently lives in Rhode Island, but he was divorced in Virginia and filed for child custody and child support in Virginia. After the Virginia Division of Child Support Enforcement took nine months to file a child-support petition on his behalf, he asked the department to reveal how it processed his petition and why the delay occurred.</p>
<p>Since McBurney is not a citizen of Virginia, however, the agency rejected his request under the state Freedom of Information Act.</p>
<p>Roger Hurlbert, a citizen of California, was similarly denied access to Virginia assessment records of certain real estate parcels. Hurlbert claimed that his business depended on procuring public records for his clients.</p>
<p>In a federal complaint, McBurney and Hurlbert claimed that the state law&#8217;s &#8220;citizens only provision&#8221; constitutes impermissible discrimination.</p>
<p>Finding that the law did not infringe on either man&#8217;s rights, a federal judge in Richmond awarded summary judgment to the officials of Virginia&#8217;s Child Support Enforcement division and Henrico County&#8217;s Real Estate Assessment Division.</p>
<p>Several First Amendment watchdog groups and media outlets supported McBurney and Hurlbert in their appeals, but a three-judge panel affirmed the lower court&#8217;s decision without considering many of these arguments.</p>

<p>Maryland Del. Sandy Rosenberg, a Baltimore Democrat, has cited these controversies, which garnered national attention, as he vows to prevent a similar situation from arising here. Rosenberg introduced a bill being considered in the General Assembly that would extend broader protection from public information requests to professors at the state&#8217;s public universities.</p></blockquote>

			<content:encoded><![CDATA[<p>The Associated Press reporter Alan Zagier <a href="http://www.kansascity.com/2012/02/05/3411440/analysis-on-mu-campus-a-tale-of.html" target="_blank">wrote a nice story</a> looking at the tale of two very different searches at my university, one fairly open, one Vatican-like in its secrecy&#8230;and I lob an incendiary quote in for good measure!</p>
<blockquote><p>“The law school search really demonstrates the power of this institution to attract high-caliber candidates in a very public search,” said Charles Davis, an associate professor of journalism and former executive director of the National Freedom of Information Coalition. “There are institutions all over the country that run public searches, and they work fine. None of them have dropped off and fallen into the ocean, last I checked.”</p>
<p>Some states, notably Florida, legally require public colleges and universities to disclose finalists&#8217; names in chancellor and presidential searches. That&#8217;s not the case in Missouri, which leaves it up to schools and their governing boards.</p></blockquote>
<p>At our shop, everyone else runs partially open searches, but the top job is top secret.</p>

			<content:encoded><![CDATA[<p><a href="http://www.nj.com/news/index.ssf/2012/01/newark_must_turn_over_e-mails.html" target="_blank">An Essex County judge today ordered Newark</a> to turn over an itemized list of e-mails surrounding Facebook founder Mark Zuckerberg’s $100 million donation to the city’s schools.</p>
<p>The order by Superior Court Judge Rachel Davidson is the latest chapter in an ongoing legal battle between the city and the ACLU of New Jersey, which is representing a community group trying to determine what conditions, if any, were attached to the grant, which was first announced in September 2010.</p>

<p>In a 22-page motion filed in October, the city’s lawyers tried to have the lawsuit dismissed, arguing that because the Zuckerberg money is administered by Foundation for Newark’s Future, a non-profit group, the city does not maintain records.</p>
