With Utah very much on our minds, we’ve neglected to bring you up to speed on Maryland’s nasty little bill. HB 37 actually started as a nice bill, set to improve access — until the legislature got ahold of it. It’s been downhill ever since, and today the bill:
— creates whole news classes of exempted information
— opens the door for agencies to charge virtually whatever they deem appropriate for electronic records
— all agencies to continue outsourcing public databases for for-profit contractors
— and much, much more.
